Title: PD3 Lawful Permanent Residency for International Employees (LPR)

Recommendation:
I recommend that the School Board approve District Support for employees seeking Lawful Permanent residency in the United States and authorize the Superintendent of Schools and Chief Counsel to employ outside counsel to advise the District on matters of Immigration Law.

Description:

Consider Approval of District Support for the applications of employees seeking Lawful Permanent residency in the United States.

1.  The District recruited international teachers due to a national critical shortage in the following areas:  exceptional student education (ESE), mathematics, science, and English for speakers of other languages (ESOL).

2. The District has recruited and hired seventy-one (71) international teachers and one administrator.  These teachers are currently working either with a J1 or with a H-1B visa.  The teachers have proven to be successful and highly qualified.  The District's goal is to retain these teachers permanently and to have them assist with recruitment for the School District of Palm Beach County.

3.  The District will continue to use the H-1B visa to recruit and to hire highly  qualified  international teachers in our critical shortage areas who desire to strive for permanent residency after three years of teaching within the District.

4. The District will follow established federal guidelines to assist internationally recruited teachers/employees in obtaining permanent residency.

Financial Impact:
The Financial Impact to the School District will be $20,000.00.
