New Business - Agreements/Contracts

Title: AC5-Agreement between the Palm Beach County School District and Florida Agricultural and Mechanical

Recommendation:

Consider approval of the Agreement for Early Induction into Teaching (EIT) program between the School Board of Palm Beach County and Florida Agricultural and Mechanical University, effective August 2, 2006.

Description:

Both the District’s Academic Business Plan and Staffing Plan call for intensive and targeted recruitment strategies to insure the availability of highly qualified teachers for high needs schools, especially those located in the Glades Area.  The  Early Induction into Teaching (EIT) program is an initiative that provides for the identification and placement of high quality teacher candidates in AAA schools.

*      EIT candidates will be selected from Florida Agricultural and Mechanical University’s Teacher Training Program.

*      EIT candidates have successfully passed the CLAST and the Florida Teacher Competency Exam (FTCE).

*      EIT candidates will be supervised by an experienced Master Mentor hired by FAMU and reviewed by the School District.  The Master Mentor will provide direct supervision/observation. (See Agreement)

*     The EIT Program management model incorporates three levels of supervision: Master Mentor, University Supervisor and Cooperating Teacher.

*     The EIT program will reduce the need to employ alternative certification applicants and substitute teachers.

*     The cost of the EIT program to the District will be one half of a beginning teacher’s salary for one half year, including benefits.  The District will pay $5,000 to each EIT teacher for the semester.  The payment to FAMU for each EIT teacher per semester will be $17,689.  The total cost to the District each semester for an EIT teacher is $22,879. Financial Impact:

The financial Impact to the FY2007 General Fund Budget is $457,580.00, the cost of 10 EIT teachers. The source of funding will be FY 2007 vacant teacher positions that are filled with the EIT teachers in the AAA schools.
