Title: Child Care Rate Agreement for School Age Child Care Programs Recommendation:
I recommend that the School Board approve the Memorandum of Agreement with the Palm Beach County School Early Learning Coalition, Inc., and a rate agreement with Family Central for subsidized child-care at selected elementary schools, effective March 1, 2006 through June 30, 2007, and authorize the Superintendent or designee to sign all related documents and contracts.
Description:

- The purpose of this Rate Agreement is to establish the method by which the School Age Child Care (SACC) Programs will receive payment for children who are eligible for financially-assisted subsidized child care.

- Family Central will monitor the SACC Programs, by conducting site visits, to insure compliance of the signed rate agreement at least once a year.  Follow-up visits will be made as needed.

- The rate agreement provides for the following school-based fee reimbursement from March 1, 2006 through June 30, 2007  minus the parent fee which is determined by Family Central, Inc.:

- Before care only                       $ 4.79  per day (less parent fee)

- 2:00 – 6:00 p.m.             $ 8.79  per day (less parent fee)

- 2:00 – 6:00 p.m. siblings $ 8.79  per day (less parent fee)

- Before and after care                $10.44 per day (less parent fee)

- Camp days                                $19.86 per day (less parent fee)

- Records are maintained at Family Central and the Department of After School Programming.

Financial Impact:
The financial impact to the Special Revenue-Other Funds Budget is an increase of up to $1,500,000.  These funds will be allocated to the Department of After-School Programming for the operation of the School Age Child Care (SACC) Programs.  There is no financial impact to the Operating Budget.
