TITLE:       BUDGET ANALYST

 

QUALIFICATIONS:

1.                  Bachelor’s degree in accounting, finance or related field OR associate’s degree in accounting, finance or related field with four (4) years successful budget experience OR high school diploma with a minimum of six (6) years successful budget experience in Palm Beach County School District budget department.

2.                  Demonstrated ability to successfully supervise employees.

3.                  Demonstrated ability to communicate effectively, verbally and in writing.

4.                  Demonstrated ability to work with individuals and groups.

5.                  Comprehensive knowledge and proficiency in use of computer applications; Microsoft Office knowledge preferred.

PERFORMANCE RESPONSIBILITIES:

Essential Job Functions:

1.                  Prepares detailed analysis of budget historical trends and projected forecasts.

2.                  Prepares and analyzes documents for the District’s annual budget document.

3.                  Develops and monitors grant budgets.

4.                  Monitors actual expenditures against current budget to prevent deficit balances from occurring.

5.                  Prepares and analyzes FTE reports in conjunction with the Florida Education Finance Program.

6.                  Assists in providing in-service education to school and department personnel.

7.                  Assists in the development and implementation of the special program budgets for ESE, Vocational, Adult Education, etc.

8.                  Reviews budget transfers and amendments for accuracy and compliance with budgetary procedure.

9.                  Analyzes budget and expenditure information and produces reports for decision making.

10.             Assists with the development of projected FTE, allocation formulas and non-salary allocations.

11.             Prepares and updates budget guidelines for the District annually.

12.             Assists in the determination of state categorical allocations to schools.

13.             Assists in the development and implementation of the summer school budgets.

14.             Assists in evaluating department personnel.

15.             Supervises budget technician position(s).
