School Effectiveness Questionnaire (SEQ)

 

 


The SEQ measures perceptions regarding the effectiveness of our District schools.


The SEQ provides important information to schools and the District to develop and sustain a Positive and Supportive School Climate and a High Performance Culture, which are central themes in the Strategic Plan. The categories for the SEQ were developed from a review of national school climate surveys. The categories in the Parent version of the SEQ are: School Climate (16 items), Diverse Community (2 items), High Expectations (4 items), Individual Concerns (4 items), and Parental Involvement (8 items). The categories in the Student version of the SEQ are: School Climate (24 items), Challenging Assignment (5 items), Diverse Community (5 items), Parental Involvement (3 items), Individual Concerns (5 items), and College Preparation (7 items), for middle school and high school students only. The categories in the Staff version of the SEQ are: Instructional Leadership (18 items), High Expectations (5 items), School Climate (24 items), Diverse Community (3 items), Decision Making (3 items), and Student Conduct (9 items).

Staff Response Rates for FY19 increased over the prior FY18 SEQ.

FY2018-FY2019 Teacher/Staff Percent Positive Responses

The percent positive responses are comprised of those responses on the SEQ Likert scales that denote agreement (strongly, moderately, or agree), the extent of influence for decision making (moderate influence or a great deal of influence), or the degree of concern (where negative individual concerns or adverse student conduct is a minor problem or not a problem). Positive response analysis for each item excludes non-responses. “I Don’t Know” was treated as a non-response.

 

From FY2018 to FY2019, overall positive response has improved.

FY2018-FY2019 Teacher/Staff Percent Positive by School Level in Each Category

Through an internal review of National School Climate Surveys and a subsequent factor analysis, effectiveness has been defined to include the following five categories: Instructional Leadership, High Expectations, School Climate, Diverse Community, Decision Making, and Student Conduct.

 

For elementary schools, there was an increase in the District positive response rates across all categories with the exception of Diverse Community which had similar rates since first introduced in the SEQ in FY18.

 

For middle schools, there was an increase in the District positive response rates across all categories with the exception of Diverse Community which had a decrease since first introduced in the SEQ in FY18.

 

For high schools, as with middle schools, there was an increase in the District positive response rates across all categories with the exception of Diverse Community with a slight decrease since first introduced in the SEQ in FY18.

Student response rates for the District and high schools in particular increased over the prior FY18 SEQ but decreased for elementary and middle schools.

FY2018-FY2019 Student Percent Positive Responses

The percent positive responses are comprised of those responses on the SEQ Likert scales that denote agreement (strongly, moderately, or slightly agree), or the degree of concern for student conduct (where adverse conduct is a minor problem or not a problem). Positive response analysis for each item (and dimension) excludes non-responses. “I Don’t Know” was treated as a non-response.

 

The percent of students in the District responding positively to the SEQ overall decreased from FY18 to FY19.

 

For elementary schools, the percent of students responding positively to the SEQ decreased from FY18 to FY19 for all categories except Diverse Community that remained the same. Note that College Preparation is not included in the elementary SEQ.

 

For middle schools, the percent of students responding positively to the SEQ decreased for School Climate, Challenging Assignments and College Preparation from FY18 to FY19. The other categories of Diverse Community, Parental Involvement, and Individual Concerns remained the same.

 

For high schools, the percent of students responding positively to the SEQ increased for Diverse Community and decreased for Parental Involvement, Individual Concerns, and College Preparation from FY18 to FY19. The School Climate and Challenging Assignments categories remained the same.

Parent responses should be viewed with caution due to the limited response rate.

 

The percent of parents in the District responding positively to the SEQ overall remained the same from FY18 to FY19. These results should be viewed with caution due to the limited parent response rate.

For elementary schools, the percent of parents responding positively to the SEQ increased for Diverse Community but decreased for School Climate, Individual Concerns, and Parental Involvement from FY18 to FY19. The other category of High Expectations remained the same.

 

For middle schools, the percent of parents responding positively to the SEQ increased for Diverse Community and High Expectations but decreased for School Climate and Parental Involvement from FY18 to FY19. The other category of Individual Concerns remained the same.

 

For high schools, the percent of parents responding positively to the SEQ increased for Diverse Community, High Expectations, and Individual Concerns but decreased for School Climate and Parental Involvement.
