SUBJECT AREA TO BE ADDRESSED: Giving preference in competitive procurement to businesses certified as local vendors.

PURPOSE AND EFFECT: To implement § 230.23005(2)(a), Fla. Stat., authorizing adoption of policies governing local preference criteria for vendors and prioritization of awards for bids. Sets forth a certification process for three categories of local vendors; specifies a preference percentage applicable to each of the three categories of local vendors; provides a priority sequence for tied bids or proposals; excludes construction procurement from the operation of this policy.
