Title: LA1 Agreement between the Palm Beach County School District and the Palm Beach County Classroom Teac

Recommendation:

I recommend that the School Board of Palm Beach County approve the Memorandum of Understanding between the Palm Beach County School District and the Palm Beach County Classroom Teachers Association that establishes the Instructional Performance Pay Plan for school year 2004-2005 and thereafter.

Description:

The Instructional Personnel Performance Pay Plan was developed pursuant to the requirements of Florida Statutes, Section 1012.22 and Section 447.301(2).  It links eligibility for performance pay to specific student learning gains and provides for the participation of all instructional personnel regardless of subject area. This plan is the result of extensive collaboration with the Classroom Teachers Association and represent a consensus between the parties as to the best approach for complying with the spirit and intent of performance pay legislation.

The design of this performance pay plan:

-   Corresponds to state, goals, and district goal, and school district key results in

recognizing that reading literacy is the cornerstone of student achievement

-   Focuses on an academic subject that is measured by the Florida Comprehensive

    Achievement Test

-   Recognizes that all instructional personnel are responsible for and contribute to student

achievement and learning gains in this key academic subject

-   Incorporates and employs multiple factors for determining eligibility which provides a

uniform and equitable basis for  assessing a school's performance

-  Aligns with secondary school grading protocol relating to the impact of the

performance of low performing students on a school's grade.

Financial Impact:

The estimated financial impact to the District's FY2006 General Fund Budget is $3 million. The FY06 adopted budget included a reserve for 2004-2005 performance pay.
