Title: CS8 Charter for Palm Beach Military Academy Recommendation:
I recommend that the School Board approve the Charter for Palm Beach Military Academy, effective April 21, 2005, through June 30, 2008.
Description: Section 1002.33, Florida Statutes (2003), authorizes Charter Schools as part of the state's program of public education.
The mission of Palm Beach Military Academy will be to provide secondary education to children in Palm Beach County through public education dollars in a military style setting that emphasizes discipline, honor, and respect. The Academy will operate under the philosophy that students, along with their parents, prefer a highly structured environment that enables learners to pursue academic excellence and achieve the highest expectations.
Palm Beach Military Academy will provide programs designed to improve student learning, increase learning opportunities for all students, increase learning for those identified as academically low achieving, and utilize differential strategies for learning. The setting will be in a military academy where adherence to military code will prevail daily and military course work including history, character education, military science, and other military course work is offered. There will be an emphasis on self-discipline, honor, respect, integrity, and high academic standards.
The initial population to be served will be children entering grades six (6) through nine (9) whose parents are residents of Palm Beach County, Florida. The goal is for 100 cadets per grade level. One grade level will be added each year. The goal for year one (2006) is 400 students, year two (2007) is 500 students, year three (2008) is 600 students, and year four (2009) is 700 students. The first year's goal will be a minimum of 200 students.
The Palm Beach County School Board approved the original application for Palm Beach Military Academy on January 19, 2005.
Pursuant to Florida Statute 1002.33, the terms and conditions for the operation of the Charter School shall be set forth by the District and the applicant in a written contractual agreement called a Charter. The Charter for Palm Beach Military Academy has been reviewed and approved by the appropriate District departments and the Governing Board of the Charter School.
Due to the large number of pages, a copy of the Charter is on file in the Board Minutes Office for review.
Financial Impact:
Each Charter School will receive 95% of the funded FTE generated by up to 500 students. The District will retain 5% of the FTE, up to 500 students, as per Florida Statute.
