Title: CS5 Charter for Life Skills Center of Palm Beach Recommendation:
I recommend that the School Board approve the Charter for Life Skills Center of Palm Beach, effective April 21, 2005, through June 30, 2008.
Description: Section 1002.33, Florida Statutes (2003), authorizes Charter Schools as part of the state's program of public education.
The mission of Life Skills Center of Palm Beach will be to serve at-risk students by giving them a second chance at obtaining a quality education and vocational training and placement, thereby guiding them on a path to success. This mission will be served by providing the Center's students with an individually paced program set in a flexible scheduling environment that is responsive to the students' needs, and by providing an educational experience that leads to a high school diploma (not a GED) and full-time employment.
The students to be served will be ages 16-21. The number of students to be served will be as follows:
Year 1 - 2005-2006, Grades 9-12, up to 300 students Year 2 - 2006-2007, Grades 9-12, up to 450 students Year 3 - 2007-2008, Grades 9-12, up to 600 students
The Palm Beach County School Board approved the original application for Life Skills Center of Palm Beach on January 19, 2005.
Pursuant to Florida Statute 1002.33, the terms and conditions for the operation of the Charter School shall be set forth by the District and the applicant in a written contractual agreement called a Charter. The Charter for Life Skills Center of Palm Beach has been reviewed and approved by the appropriate District departments and the Governing Board of the Charter School.
Due to the large number of pages, a copy of the Charter is on file in the Board Minutes Office for review.
Financial Impact:
Each Charter School will receive 95% of the funded FTE generated by up to 500 students. The District will retain 5% of the FTE, up to 500 students, as per Florida Statute.
