Title: G1 Grants to Reduce Alcohol Abuse

Recommendation:

I recommend that the School Board consider approval of  a Grant To Reduce Alcohol Abuse Application to the U.S. Department of Education for $1,736,613, effective October 1, 2005-September 30, 2008, and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.

Description:

§         This competitive grant continues to carry out the Prevention Center’s mission of reducing alcohol, tobacco, and other drug (ATOD) use and reducing incidents of violence in the school district and community by providing the following prevention and intervention services:

 

·         Too Good for Drugs model substance abuse prevention program: materials and training for all secondary schools, training and two resource teachers to co-teach at twenty-two (22) selected middle schools and five (5) high schools. High schools will be selected for participation according to their alcohol, tobacco, other drug disciplinary referrals; FACEIT referrals; and administrative support for program implementation. The schools will be located in all four areas. Middle schools will be selected based on these same criteria with the additional factor that the first 10, which will be served the first year, will be a “feeder” school for one of the targeted high schools. Final school selection will be made after disciplinary data is disseminated at the end of the year.

·         Class Action, another model prevention curriculum focused on preventing binge drinking: training and materials for the five (5) select high schools; and

·         FACE IT (Families Acting Collaboratively to Educate and Involve Teens) family-focused alcohol, tobacco and other drug use education and prevention program for secondary students and their parents/caregivers. FACE IT provides an Alternative to Suspension for Possession/Use of ATOD. The purpose of FACE IT is to empower families to help their student stop and avoid using alcohol, tobacco and other drugs. In order to strengthen and expand the benefits of the program, booster sessions will be added to the existing curriculum.

 

The impact of this project will be measured by the reduction of ATOD incidents reported; the percentage of targeted students who show a measurable decrease in binge drinking; a measurable increase in the percentage of targeted students who believe that alcohol abuse is harmful to their health; and a measurable increase in the percentage of targeted students who disapprove of alcohol abuse.

Financial Impact:

The financial impact to the Special Revenue-Other Funds Budget is an increase of $1,736,613 for three years: $574,537 for year one; $570,278 for year two; and $591,798 for year three.  All grant related expenditures and contracts are authorized for payment up to the amount of revenue.
