Title: PS1 PERSONNEL DISCIPLINARY ACTION

Recommendation:
I recommend that the Board approve Noreen Ikonen's Suspension Without Pay, effective May 19, 2005, and Termination, effective fifteen (15) days after the May 18, 2005, Board Meeting, subject only to appeal under Section 120.68, Florida Statutes, unless a timely request for an administrative hearing is made within the fifteen (15) days stated herein pursuant to Section 120.569 and 120.57, Florida Statutes wherein Ms. Ikonen will remain suspended without payment of salary and benefits until final School Board disposition is entered to the administrative hearing proceedings.

Description: On or about May 12, 2004, Ms. Noreen Ikonen was made aware of three (3) areas of Concern: Human Development and Learning, Presentation of Subject Matter, and Planning and received an unsatisfactory evaluation, and was placed on a thirty (30) calendar day assistance plan for improvement.
 
On November 15, 2004, pursuant to Section 1012.34 Florida Statutes, and Article II, Section G, of the Collective Bargaining Agreement between the Palm Beach County School Board and the Palm Beach Classroom Teachers Association, Ms. Ikonen was advised of her teaching deficiencies and was placed on an Assistance Plan for Improvement which runs ninety (90) calendar days.  Ms. Ikonen's performance continued to be unsatisfactory.  The Superintendent recommends termination of Ms. Ikonen.  Ms. Ikonen has been reassigned to East Transportation,  pending Board Action.

Financial Impact:
There is no financial impact to the school district.
