Title: LA3 MEMORANDUM OF UNDERSTANDING BETWEEN THE SCHOOL DISTRICT AND THE CLASSROOM TEACHERS ASSOCIATION

Recommendation:

I recommend that the School Board approve the request for a continuation of the Memorandum of Understanding between the Classroom Teachers Association and the School District that extends the length of the school day by thirty (30) minutes at Belle Glade Elementary, Glade View Elementary, Gove Elementary and Rosenwald Elementary schools for the 2005-2006 school year.

A Memorandum of Understanding between the School District of Palm Beach County and the Classroom Teachers Association, and annual extensions thereof, have enabled the four schools to extend the school day by 30 minutes since the 1999- 2000 school year.  The MOU waives Article III, Section (B)(1)(a) (Employees Hours and Conditions) of the Collective Bargaining Agreement between the School District of Palm Beach County and the Classroom Teachers Association.

A key outcome expected to continue from the extended-day schedule is an increase in the performance of students on the Florida Comprehensive Assessment Test – Sunshine State Standards (FCAT-SSS).   

The request to continue the extended-day schedule supports each named school’s FY2005-2006 School Improvement Plan.

Financial Impact:
The financial impact is approximately $723,775.  The source of funds is the school's operating budget.
