New Business - Agreements/Contracts

Title: AC11 Agreement with Communities in Schools of Palm Beach County, Inc.

Recommendation:
I recommend that the School Board approve the agreement with Communities in Schools of Palm Beach County, Inc. from July 1, 2005 through June 30, 2006.

Description:

This is the second annual agreement with Communities in Schools of Palm Beach County, Inc. (CIS).  Through this agreement, CIS will implement its Linking Youth and Community (LYNC) Program, a drop out prevention/intervention program for at risk students in grades 6-12.  The program will be offered as a regular credit course and can also be used as an after school program.  The students will be selected for participation using the following prioritized criteria:

1.  Multiple retainees - incoming 7th graders
2.  Multiple retainees - incoming 8th graders
3.  One retention - incoming 7th graders
4.  One retention - incoming 8th graders
5.  One or more failed courses/required summer school - incoming 7th graders
6.  One or more failed courses/required summer school - incoming 8th graders
7.  Student with a high degree of absenteeism - counselor/principal recommendation
8.  Student with an AIP plan-counselor/principal recommendation

In FY 06, the schools that will be implementing the LYNC Program are:  Carver Community Middle, Congress Middle, Jeff Davis Community Middle, John F. Kennedy Middle, Lake Shore Annex, Lake Shore Middle, Pahokee Middle/Sr. High, Glades Central High, and West Area School of Choice.

CIS will also continue current services to the Education Resource Center (Palm Beach Mall).  These services include, but are not limited to:  case management, youth leadership development, tutors/mentors, and student incentives.

Effectiveness of the program will be evaluated through yearly comprehensive data compiled by CIS and district data on absenteeism, retention, graduation, and grades.  

Financial Impact:
The financial impact to the General Fund Operating Budget is $10,000. The source of funds is the Quality Assurance Department.
