Title: AC18 Agreement between the Palm Beach County School District and Flordia Atlantic University

Recommendation:

Consider approval of the Agreement for Accelerated Induction into Teaching (AIT) Program between the School District of Palm Beach County and Florida Atlantic University effective August 2, 2005.

Description:

à        Both the District’s Academic Business Plan and Staffing Plan call for intensive and targeted recruitment strategies to insure the availability of high quality teachers for high needs schools, especially those located in the Glades Area.  The Accelerated Induction into Teaching (AIT) Program is an initiative that provides for the identification and placement of high quality teacher candidates in Glades Area Schools.

à        AIT candidates will be selected from Florida Atlantic University’s Teacher Training Program.

à        AIT candidates have successfully passed the CLAST and the Florida Teacher Competency Exam (FTCE).

à        AIT candidates will be supervised by an experienced Master Mentor hired by Florida Atlantic University and reviewed by the School District.  The Master Mentor will provide direct supervision/observation. (See Agreement)

à        The AIT Program management model incorporates three levels of supervision; Master Mentor, University Supervision and Cooperating Teacher.

à        The AIT program will reduce the need to employ alternative certification applicants and substitute teachers.

à        The cost of the AIT Program to the District will be one half of a beginning teacher’s salary for one half year including benefits.  The District will pay $5,190 to each AIT teacher for the semester.  The payment to FAU for each AIT teacher per semester will be $17,539.  The total amount paid by the district each semester for an AIT teacher is $22,729. (See Agreement)

Financial Impact:
Financial Impact to the FY2006 General Fund Budget is $227,290.  The source of funding is teacher allocations within various schools budgets.
