Title: AC9 Cooperative Agreement with the Habilitation Center for the Handicapped, Inc.

Recommendation:
I recommend that the School Board approve this  cooperative agreement with The Habilitation Center for the Handicapped, Inc.  The cost of this Cooperative Agreement is $70,243, effective July 1, 2005 through June 30, 2006.

Description:

The purpose of this cooperative agreement is to provide vocational training services for a maximum of 12 students with disabilities, aged 18-22, who have received a special high school diploma. The Individuals with Disabilities Education Act requires the school district to provide services to students with disabilities who have not received a standard diploma through age 22.

Students eligible to participate in this program will come from Boca Raton High School, West Boca Community High School, Olympic Heights High School, Spanish River High School and Atlantic High School.  Each participant will be identified by an IEP committee as needing real-life preparation for competitive employment.  Students will receive intensive vocational training.

13 students successfully participated in this program during the 2004-005 school year.

The Board will pay for students' vocational training services for only those days they are physically present and in attendance at a per diem cost of $32.52 per day.

District staff will make on-site visits at least two times per month to insure compliance with student IEPs and the terms of this Cooperative Agreement.  Student progress will be documented quarterly as per the Individual Education Plans (IEPs).

The FTE earned by students during the 2005-2006 school year will be approximately $52,632.  If twelve (12) students attend for the entire school year, the net cost to the District is $17,611.

This continuing cooperative agreement is in compliance with State Board Rule 6A.6-0361, "Special Programs for Contractual Arrangements with Non-Public Schools."

Financial Impact:
The financial impact to the District's general operating fund is $70,243. The source of funds is the Exceptional Student Education Department Budget.
