Title: G6 Geographic Adult Education & Family Literacy Act of 1998 Grant

Recommendation:
I recommend that the School Board approve the continuation of the Section 231 Geographic Adult Education and Family Literacy Grant funds in the amount of $780,346, effective July 1, 2005 to June 30, 2006 and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of grant activities.

Description:

Consider approval of the continuation of the Section 231 Geographic Adult Education and Family Literacy Grant in the amount of $780,346 effective July 1, 2005 to June 30, 2006. This will be the third year of this grant.

The Adult Education and Family Literacy Act provides funds that enable school districts to distribute supplemental services to adult students in geographic areas of high need.  The goals of the grant are to assist adults to become literate and obtain skills for employment, self-sufficiency, assistance in completion of a secondary education, and in developing effective parenting skills.

The grant will assist the District in support of the following targeted populations: non-English speakers, at-risk and single parent families, adults with disabilities, adult basic literacy, and adults without a high school diploma.

We have grown from 72 GEDs awarded in FY02 to over 700 GEDs year-to-date for FY05.  The growth in Literacy Completion Points (LCPs) over the past two years has been significant.  Our LCPs have increased from 565 LCPs in FY02 to 7,128 LCPs year-to-date for FY05.  This grant has also allowed us to help 150 people find employment in FY03, 300 in FY04, and 125 year to date in FY05.  This is a performance-based grant.  The grant is evaluated by the number of Literacy Completion Points earned.

The grant funds will enable the District to provide:

  • Staff and curriculum development for adult basic education and literacy programs;
  • Resources to the Palm Beach County Literacy Coalition;
  • Classroom materials and supplies; and
  • Employability skills training, assessment and job placement services for adults enrolled in programs in the Career Center at the Adult Education Center.
  • These Workforce Development related grant funds are not part of K-12 FEFP funding.  There is no capital impact. 

Financial Impact:
The financial impact to the District is a $780,346 increase to the Special Revenue - Other Funds budget.  The funds will be allocated within the Office of Adult and Community Education budget.  All grant related expenditures and contracts are authorized for payment up to the amount of the revenue.
