Title: G7 Adult Education and Family Literacy Grant for the Comprehensive Family Literacy Services

Recommendation:
I recommend that the School Board approve the continuation of the Adult Education and Family Literacy Grant for the Comprehensive Family Literacy Services in the amount of $75,000 effective July 1, 2005 to June 30, 2006 and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of grant activities.

Description:

Consider approval of the continuation of the Adult Education and Family Literacy Grant for the Comprehensive Family Literacy Services in the amount of $75,000 effective July 1, 2005 to June 30, 2006.  This will be the third year of the grant.

The Adult Education and Family Literacy Act provides school districts, community-based organizations, and other institutions funds to provide family literacy programs in areas of high need.

This grant provides the continuation of Parent Power 7 programs at Rolling Green Elementary and Forest Hill Community High School through Forest Hill's Adult and Community Education program. Parent Power is a family literacy program that includes four major components:  adult education, parent and child literacy activities, parent education, and age appropriate childhood education for three and four year olds.  The other components of this comprehensive family literacy program include employability skills training and parent involvement in their child's educational success.

Family literacy programs throughout the District currently serve more than 315 parents at various sites impacting 560 children in the K-20 system.

The evaluation component of this project, effective in FY 05, requires the District to provide proof of performance through state-approved assessment instruments such as Test of Adult Basic Education (TABE) and/or the Comprehensive Adult Assessment System (CASAS) and, in the case of employment, by submission of job placement data from the employer.

 

Financial Impact:
The financial impact to the District is a $75,000 increase to the Special Revenue - Other Funds budget. These Workforce Development related grant funds are not part of  K-12 FEFP funding.
