Title: G9 Fund for the Improvement of Education (FIE) Families Learning Together Project - New

Recommendation:
I recommend the School Board approve the grant application in the amount of $476,160 for the US DOE Fund for the Improvement of Education (FIE) Grant for the operation of a family literacy project effective August 8,2005 through June 30, 2008 and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.

Description:

Consider approval of the Families Learning Together Project Initiative (FIE) program grant in the amount of $476,160 effective August 8, 2005 through June 30, 2008.  The School District of Palm Beach County (SDPBC) was identified as the recipient of a grant in the United States Department of Education Appropriations Act of 2005. 

A formal implementation plan must be submitted to the USDOE no later than June 30, 2005.  This plan will delineate how the District intends to spend the award dollars.

The SDPBC 2006 FIE Families Learning Together Project initiatives will help parents become full partners in the education of their children and assist children in reaching their full potential as learners.

This family literacy program will provide services to approximately 100 families in communities serving a high percentage of English language learners and low-income families.  The program sites, to be determined, will build on existing family literacy programs that integrate the four components of family literacy (adult ESOL/Basic education, parenting, parent-child interaction, and early childhood education).  Learning activities will be based on real-life experiences that prepare the adult to be effectively involved in the education of their child and prepare the child for school success.  Outcomes will be measured using standardized assessments, Comprehensive Adult Student Assessment System (CASAS), Test of Adult Basic Education (TABE) and Ages & Stages for adults and children through the Office of Adult and Community Education.

 

 

 

Financial Impact:
The financial impact to the District is a $476,160 increase to the Special Revenue - Other Funds budget.  These Workforce Development grant funds are not part of the K-12 FEFP funding.  These funds will be allocated within the Office of Adult and Community Education budget.  All grant related expenditures and contracts are authorized for payment up to the amount of the revenue.
