The Florida Educational Equity Act, Florida Statutes, Section 1000.05, became law in June 1984 and the State Board of Education adopted the implementing rules in February 1985.
Each year the Commissioner of Education designates the areas of concentration under the requirements of the Educational Equity Act. For the 2004-2005 Annual Update (Part III), districts will evaluate the effectiveness of methods and strategies according to data driven evidence of success based on the 2003-2004 benchmark data and accountability measures in the following program areas:
1. Decreasing the percentage of African American, Hispanic, Male and Female students scoring in Level 1 in reading on the 3rd grade FCAT test.
2. Increasing the percentage of African American and Hispanic students scoring in Levels 3-5 in reading on the 10th grade FCAT test.
3. Increasing the percentage of African American and Hispanic students enrolled in Advanced Placement (AP), Dual Enrollment (DE), Honors and Level III courses (9-12). Unduplicated count.
4. Increasing the percentage of African American and Hispanic students enrolled in Algebra I in 8th grade.
5. Increasing the percentage of African American and Hispanic students taking the PSAT or PLAN.
Part IV of the report focuses on Gender Equity in Athletics.
Part V focuses on the Implementation of Substitution Requirement at the Vocational Technical Center.
From FY 2004 to FY 2005, the District has made significant progress in reducing the percent of students at Level 1 in reading at half the grades assessed. For the same period, the District has made significant increase n the percent of students scoring in Levels 3 and higher in reading.
From FY 2004 to FY 2005, there has been an increase in the percentage of African American and Hispanic students enrolled in Advanced Placement, Dual Enrollment, Honors and Level III Courses.
The FY 2005 data also shows continuance of Gender Equity in Athletics.
