Title: P7 Owner / Manufacturer Agreement for Computerized Building Automation Systems

Recommendation:

I recommend approval of the Owner/Manufacturer Agreement for Computerized Building Automation Systems and authorize the Superintendent and Board Chairman to sign all necessary documents.

Description:

P7   Approve the Automated Logic Corporation and their local dealer, Wisch and Jackson Company of Florida, Inc. for the Building Automation System, in the amount $ 25,000,000.   

 

·        The new renewal contract period will be July 1, 2006 through June 30, 2011, with the option to renew for an additional five year period.

 

·        The District is authorized by Florida State Board of Education Rule 6A-1.012(10) to purchase information technology resources through direct negotiation and contract with a vendor that best fits the needs of the School District as determined by the School Board.

 

·        The School District has been installing centralized computerized building automation systems for 20 years controlling the total environment of the schools.  Approximately 150 facilities are already on-line, 50 additional facilities will be added and many facilities will be renovated during the term of this Agreement.  The new construction easily gets incorporated into the existing system.  Everything is compatible. 

 

·        Through centralized computers, we can schedule, troubleshoot, and analyze data at the facilities.  These systems save energy, control HVAC equipment, temperatures, humidity, outside lighting and improve the overall environment of the facilities.  Maintenance costs are reduced through efficient operations.  In addition, graphic representations at the Central Site simulate the facilities buildings and HVAC equipment. 

 

·        The estimated cost for this service for an Elementary School is $200,000, Middle School is $370,000 and a High School is $720,000.

 

·         Benefits

1.      Scheduling of schools.

2.   Control the HVAC systems of all facilities.

3.     Control of exterior building lights.

4.     Indoor air quality/temperature control, monitoring and remote notification via e-mail.

5.   Remote monitoring, alarming and notification of mechanical failures lets maintenance know of problems as they occur.

6.   Remote monitoring, alarming and notification via e-mail of freezer and cooler temperatures has saved the district hundreds of thousands of dollars in spoiled food.

7.   Long term historical trending of temperatures, humidity’s and all critical data for all facilities.

8.   Control and monitoring of additional equipment required for hurricane shelters.

9.      Allows district personnel to access the system from any computer in the district or on the internet.

 

Items being added to the system in the near future:

1.      Control and monitoring of irrigation

      systems.

2.      Monitoring of building power usage.

3.     Monitoring of emergency generators

      including fuel levels.

4.      Control and monitoring of interior

       lighting.

5.       Detailed reporting of school usage, air

       quality, building comfort, energy cost 

        based on real time data.

 

Financial Impact:
The financial impact to the Capital Budget is estimated at $25,000,000.  The source of funds is the various projects in the Capital Budget.
