Title: Recommendation: I recommend award of the consultant contract with Florida Atlantic University Board of Trustees and authorize the Superintendent and Board Chairman to sign all needed documents. Description: The consultant shall perform the following services: The Principal Investigators for Cohorts I & II will measure the students’ perception of the effectiveness of their educational experiences. They will compile data, which will be used to write a memorandum of agreement, and summative data will serve to create papers and/or presentations to disseminate the project’s findings at local or national conferences. This program was initiated in order to bring the District into compliance with the Federal Consent Decree requirement to provide guidance services to students in their home language. The program has proven to be highly successful, and the District now has over fifty bilingual/bicultural guidance counselors serving the needs of limited English proficient students and their families. The program consists of a sixty graduate credit Masters Degree in guidance and counseling, which is offered through this contract by Florida Atlantic University. This is one of the premier Guidance and Counseling programs in the United States and the Palm Beach County teacher graduates are providing a high level of services to District students.
