New Business - Agreements/Contracts

Title: AC3 Contract to provide Pre-K School-Based & Center-Based Programs

Recommendation:

I recommend that the School Board approve a contract for the Prevention Partnerships for Children, Inc. discretionary grant in partnership with the Children's Services Council in the amount of $2,858,940.  This contract is effective October 1, 2005 to September 30, 2006 and authorizes the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of grant activities.

Description:

This contract provides for 32 certified teachers, a manager, and related support to provide technical assistance to subsidized child care centers and Pre-K School-Based sites that are participating in the Quality Rating System (QRS). 

4     This contract maintains funding for what we currently have as well as providing funding for nine additional positions.

4     This program is in its fourth year of operation.

4     The following guidelines will be maintained:

o       On site support and technical services related to the QRS criteria and attainment of the highest quality rating level possible in select community childcare centers that volunteered to participate in the QRS.

o       Technical assistance and support necessary for implementation of the Environment Rating Scales (ERS) and a research-based developmentally appropriate curriculum with active learning

o       Technical assistance and activities to assist in transition to kindergarten

o       Technical assistance necessary to conduct child screenings using approved tools and appropriate follow-up referrals to Comprehensive Services

o      Technical assistance to support the six (6) Pathways of Quality defined in QRS: Environment, Professional Development, Staff to Child Ratio and Group Size, Parent Involvement Program, and Child Developmental Screenings.

4    In addition, technical assistance and support will be  provided to up to 16 school sites, selected based on currently operating Pre-Kindergarten programs:

o      West Area - Belle Glade, Glade View, K.E. Cunningham/Canal Point, Rosenwald, and Wynnebrook

o     North Area - Lincoln

o     Central Area - Heritage, Palmetto, Roosevelt, Starlight Cove, U.B. Kinsey/Palmview, and Westward

o      South Area - Galaxy, Highland, Pine Grove, and Rolling Green

4    Evaluation will be accomplished using the SRUSS Kindergarten Readiness Instruments.

4    Adequate housing is available for all additional staff at existing sites.

 

A COPY OF THE CONTRACT IS ON FILE IN THE BOARD OFFICE FOR REVIEW.

Financial Impact:

The financial impact to the Special Revenue-Other Funds budget is an increase of $2,858.940.  These funds will be allocated to the Elementary Education Department budget.  All grant related expenditures and contracts are authorized for payment up to the amount of revenue.  There is no financial impact to the Operating Budget.
