New Business - Charter Schools

Title: CS6 Five (5) Year Renewal Charter for Seagull Academy for Independent Living (SAIL)

Recommendation:
I recommend that the School Board approve the Charter with Seagull Academy for Independent Living (SAIL) which will become effective upon signing by both parties, and shall cover a term of five (5) years commencing July 1, 2005, and ending June 30, 2010, except as provided in the Charter.

Description:

Pursuant to 1002.33, Florida Statutes (6)(g), the terms and conditions for the operation of the Charter School shall be set forth by the District and the applicant in a written contractual agreement called a Charter. 

The Charter School Renewal Committee determined that Seagull Academy for Independent Living (SAIL) is in compliance with its current Charter.

The new Charter for Seagull Academy for Independent Living (SAIL) Charter School was agreed upon by all parties after the expiration date of June 30, 2005, due to lengthy negotations.   The Charter has been submitted and reviewed by the appropriate District staff.

Students are high school students, ages fourteen (14) to twenty-two (22) years of age in grades nine through twelve with a primary disability of Educable Mentally Handicapped (EMH) or Specific Learning Disabled (SLD).  These students are pursuing a Special Diploma, Option One or Option Two and are exempt from the FCAT examination.  There will be a maximum of eleven (11) students in a class.  They are able to have a maximum of eighty-eight (88) students in eight (8) classrooms.

This Charter will become effective upon signing by both parties, and shall cover a term of five (5) years commencing July 1, 2005, and ending June 30, 2010, except as provided in the Charter.

Due to the large number of pages, a copy of the Charter is on file in the Board Minutes Office for review.

Financial Impact:
Seagull Academy for Independent Living (SAIL) Charter School will receive 95% of the funded FTE generated by the students.  The District will retain 5% of the FTE as per Florida Statute.
