Title: PI-2 Fund for the Improvement of Education Program (FIE) Federal Grant

Recommendation:
 I recommend that the School Board accept the Fund For the Improvement of Education Program (FIE Federal Grant) in the amount of $396,800.00 effective September  20, 2005 through September 19, 2006, and authorize the Superintendent to sign all documents and contracts related to the grant which are required for implementation of grant activities. An extension will be requested to insure that all authorized funding is expended.

Description:

The United States Department of Education Office of Innovation and Improvement solicited applications for the funding of proposals  and initiatives  that have  potential for directly impacting student achievement. In recognition of the importance of staff continuity to effective classroom instruction and student learning, the District submitted an application for funding  to support a New Teacher Mentoring Program.  The District's application was approved.

The main objective of this grant is to retain high quality teachers. The (FIE) Grant will provide funding for training for our New Teacher Mentor Program. The school based mentors will receive advanced training in  the accomplished educator practices with scientifically research-based staff development in instructional strategies to improve student achievement. Workshops will be completed to train the mentors in the areas of classroom management, lesson planning, presentation of subject matter, assessment/evaluation, communication, and Ready Set Go (Set up the classroom). Included within this researched- based training will be a strong component in the use of technology in the classroom.

Four lead teachers (one from each geographic area) will train mentors from each school center.  Each new  teacher in Palm Beach County School System will be assigned to an experienced accomplished educator (mentor). 

Grant funding will enable the district  to pay for substitutes used for mentors during training workshops. Grant funding has been provided for each school mentor to receive  a supplement.  

The equipment and software purchased through this grant will enable the School District to deliver high quality training for mentors and new teachers.

The United States Department of Education requires a performance report within 90 days after expiration of the grant. An evaluation system will be used to measure goals and objectives.  A reduction in the number of teachers leaving will be one of the indicators of the program's success.

Financial Impact:
The financial impact to the School District is an increase of $396,800.00 to the Special Revenue.
