New Business - Labor Agreements/Contracts

Title: LA1-Tentative Agreement between PBCSD and NCF&O

Recommendation:

The Palm Beach County School District and the National Conference of Fireman and Oilers (NCF&O), (Regular, Paraprofessional II, and Supervisors) reached tentative agreement on April 16, 2007 Amendment to the 2005-2008 Collective Bargaining Agreement.  NCF&O ratified the tentative agreement on ___________.   I recommend that the School Board approve the tentative agreement between the School District and NCF&O.

Description:

This tentative agreement provides for:

 

-  granting step increases to eligible bargaining unit members, effective January 1, 2007 as follows:

 

  • employees who have completed less than two (2) years of service with PBCSD as of January 1, 2007 shall be granted a one (1) step salary increase, effective January 1, 2007;

 

  • employees who have completed two (2) or more years of service, as of January 1, 2007, shall be granted a two (2) step salary increase, effective January 1, 2007; and

 

  • employees who occupy jobs assigned to Pay Levels 4-10 who have completed seven (7) or more years of service, as of January 1, 2007, shall be granted one (1) additional step, effective July 1, 2007.

 

-  providing School Bus Drivers and Bus Attendants with uniforms to be worn during working hours;

 

-  continuing all bargaining unit salary schedules, effective January 1, 2006 through December 31, 2007;

 

-  increasing merit pay for School Bus Drivers and Bus Attendants; and 

 

-  establishing a Joint Labor/Management Committee to develop recommendations for the implementation of employee choice of pay cycles for the 2007-2008 school year.

Financial Impact:

The estimated financial impact to the District’s budget spans two fiscal years.  The financial impact to the FY2007 budget is $2.6 million.  An additional $3.6 million will impact FY2008.
