Title: AC3-Cooperative Agreement with Center for Child Development Early Steps Program

Recommendation:
I recommend that the School Board approve continuation of the cooperative agreement with the Center for Child Development in the estimated amount of $150,000 and authorize the Superintendent or designee to sign all documents related to this agreement.  The effective dates of this cooperative agreement are July 1, 2007, through June 30, 2008.

Description:

This is a continuing cooperative agreement to provide educational programs to Part C (birth through two years) Exceptional Student Education (ESE) students transitioning to Part B (ages three through four) under the Individuals with Disabilities Education Act (IDEA).  The agreement assures continuous intervention for these children.

During the 2006-2007 school year, approximately 80 students with disabilities were provided services.

Eligible students under this cooperative agreement receive services from April 1 through the end of the school year and during an extended school year (ESY) period.  There is no FTE generated during this period.  Funds are provided through the Supplemental Academic Instruction categorical for ESY services.

The Agency will provide educational and therapy services to disabled students upon their third birthday, as specified in the students' Individual Educational Plans (IEP).

The District will ensure that students served through the agency's personnel have been placed according to the District's Special Programs and Procedures document.

District staff will make on-site visits to ensure compliance with Federal and State guidelines.  Student progress will be documented on the Individual Education Plan (IEP).

The District will reimburse St. Mary's Hospital Early Intervention Program (EIP) at the Part C (birth through two years) rate for students transitioning to Part B.  The service rate per hour differs per service (occupational therapy, speech therapy, etc.).

This cooperative agreement is in compliance with the State Board Rule 6A.6-03026 "Special Programs for Prekindergarten Children with Disabilities."

Financial Impact:
The financial impact to the School District is estimated at $150,000.  These funds are currently allocated within the Exceptional Student Education Department budget.
