Title: AC6-Standard Cooperative Agreement Shell for use with Community Child Care Centers

Recommendation:
I recommend that the School Board approve the standard cooperative agreement shell for use with community child care centers. I authorize the Superintendent or designee to sign all documents related to this agreement.  The standard cooperative agreements shall be in effect from July 1, 2007 until either party desires to review or terminate the agreement.

Description:

This standard cooperative agreement shell for use with child care sites serving prekindergarten students with disabilities enables the students to receive services in a community based program with non-disabled peers.  The School District currently provides services to pre-kindergarten students in 76 inclusive community child care sites.

This standard agreement will serve prekindergarten students, ages three through five, who are eligible for speech/language services and not recommended or eligible for any other special education or related service.

The District will collect 100% of the Full Time Equivalency (FTE) and provide services to the ESE students in the Agency through existing staff or contracted services.

These Agencies will receive no reimbursement.

The District will ensure that students served at these sites are provided speech and/or language services in small group settings as delineated on their IEPs and in accordance with the District's Special Programs and Procedures document.

All of the students will be transitioned into District schools at the end of the school year in which they turn age five.

This standard cooperative agreement is in compliance with State Board Rule 6A-6.03026 "Special Programs for Prekindergarten Children with Disabilities."

District staff will participate in student placements and make on-site visits to ensure compliance with federal and state guidelines.  Student progress will be documented on the Individual Education Plan (IEP).

Financial Impact:
There is no financial impact to the District.
