· The University of Florida (UF) is currently updating the county’s impact fees for transportation, parks and recreation, public buildings, fire protection and rescue, public libraries, law enforcement, and public education.
· Included in the update is the recalculation of the student generation rates used for calculating public education impact fees.
· In order to accomplish this, the University of Florida will match addresses from student records to the property appraiser records.
· UF, in order to create the database, will require access to student data.
· In order to provide UF with access to student data, the Interagency Agreement is required.
· The Agreement designates UF as an “other schools official” for the purposes of receiving limited personally identifiable student information in accordance with School Board Policy 5.50.
· UF agrees to limit access to student information to employees and /or agents who have a legitimate education interest in the information.
· UF agrees to avoid accessing student information except for the legitimate purpose in this Agreement and will also require the employees to sign an acknowledgement regarding the confidentiality of the information.
· UF agrees to prohibit the release or disclosure of student records and to adequately dispose of all information after use.
· The School District shall provide UF with the student data files.
· The Board of County Commissioners is scheduled to review the impact fees in September 2007.
