Title: AC8-Cooperative Agreement with Easter Seals Florida, Inc.

Recommendation:
I recommend that the School Board approve continuation of the cooperative agreement with Easter Seals  Florida in the estimated amount of $152,750, and authorize the Superintendent to sign all related documents.  The effective dates of this cooperative agreement are July 1, 2007, through June 30, 2008.

Description:

The Individuals with Disabilities Education Improvement Act of 2004 requires the School District to provide special education services to eligible children ages birth through three.  These services are provided through Cooperative Agreement with Easter Seals Florida.

Students aged birth to three will receive services for 228 days according to their Individual Family Service Plan (IFSP).

During the 2006-2007 school year this contracted site was approved to serve a maximum of 30 students with disabilities aged birth through five.  In 2007-2008 this contracted site will serve a maximum of 15 students with disabilities aged birth through three.

The District will ensure that students served through the agency's personnel have been placed according to the District's Policies and Procedures for the Provision of Specially Designed Instruction and Related Services document.

Children placed in the program will generate Full Time Equivalency (FTE) funding. 

District staff will review learning and behavioral progress on a regular basis to determine that students are meeting their goals.  Student progress will be documented annually on the IFSP for children ages birth to three. The Individual Education Plan (IEP) will be reviewed during the month of July 2007 for five children ages three through five who are currently enrolled in this program.  No additional students will be enrolled in the three to five program.

District staff will make on-site quarterly visits to insure meeting compliance of federal and state guidelines.  Student progress will be documented annually on the IFSP.

This cooperative agreement is in compliance with State Board Rule 6A.6-03026, "Special Programs for Prekindergarten Children with Disabilities." 

Financial Impact:
The financial impact to the School District is estimated at $152,750.  These funds are currently allocated within the Exceptional Student Education Department budget.
