Title: G13-Adult Ed and Family Literacy- Literacy Education for Households Grant

Recommendation:
I recommend that the School Board approve the competitive Adult Education and Family Literacy - Literacy for Households Grant from the Department of Education in the amount of $150,000, effective July 1, 2007 through June 30, 2008, and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.

Description:

This is a new competitive Adult Education and Family Literacy- Literacy Education for Households Grant in the amount of $150,000.

The purpose of this grant is to provide funds to enable school districts to distribute supplemental services to adult students and their preschool age children in areas of high need. 

The activities of this grant will assist adults to become self-sufficient through literacy, English language acquisition, employment and/or post-secondary education, to assist in completion of a secondary education, and to aid in developing effective parenting skills to support their children's education in the K-12 school system.

 These funds will allow the District to provide staff for family literacy programs at Rolling Green Elementary and community organizations in Lake Worth, including Adopt-A-Family and Maya Ministry . The targeted populations include non-English speakers, at-risk and single parent families, and adults with low literacy skills and their children.

This grant will be evaluated internally to ensure compliance with all State and Federal requirements. In addition, a representative from the Department of Education will conduct an evaluation/monitoring process. The evaluation will include review of student records, focusing on student performance and completion rates.         

Financial Impact:
The financial impact to the District is a $150,000 increase to the Special Revenue-Other Funds budget. The Workforce Development related grant funds are not part of the K-12 FTE funding. There is no capital impact. The funds will be allocated within the K-12 Curriculum, Adult & Community Education Department budget. All grant-related expenditures and contracts are authorized for payment up to the amount of the revenue.
