Title: G4-Title I Migrant, Part C - Improving Academic Achievement of the Disadvantaged

Recommendation:
I recommend that the School Board approve the application for the 2007-2008 Title I Migrant, Part C - Improving Academic Achievement of the Disadvantaged Grant to the Florida Department of Education in the amount of $2,599,123.69 to become effective July 1, 2007,  through June 30, 2008, and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant's activities.

Description:

The Migrant Education Program is designed to identify and recruit all migratory children, age 3 through 21, and provide supplementary educational and support services to meet their special educational needs in a coordinated and efficient manner.

Specifically, the grant supports schools with high concentrations of migrant students by helping to ensure that migratory children receive full and appropriate opportunities to meet the same challenging State academic content and student academic achievement standards that all children are expected to meet.  Additionally, the program is designed to help migratory children overcome educational disruptions, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit the ability of such children to do well in school.

Evaluation of the program indicated that the 6,359 students were identified and served during FY06.  The attendance rate indicated that 12% of the students were absent 11-20 days, and 9% were absent more than 21 days.  The Parent Survey showed that over 90% of the parents who returned their surveys were pleased with the services requested and received. 

Achievement on FCAT in reading, writing, math, and science will be used to evaluate the effectiveness of the supplemental interventions provided through the grant.

Financial Impact:
The financial impact to the Special Revenue Funds - Other Budget is an increase of $2,599,123.69 for the Title I Migrant Education Program.  These funds will be placed in the Department of Multicultural Education's budget for Migrant Education Programs.  All grant related expenditures and contracts are authorized for payment up to the amount of revenue.
