Title: LA1 - Waiver Request and MOU between the School District and CTA extending the school day at UB Kins

Recommendation:
I recommend that pursuant to SB Policy 2.09 (paragraph 8), the School Board approve the waiver requests from U.B. Kinsey/Palmview Elementary School to waive SB Policy 2.36 (Length of School Day) and to continue a one-half hour extended school day for FY 08 and 09; and pending CTA approval and through SB Policy 3.01, to enter into an MOU with CTA to waive Article III, Section B (1) (a) of the Collective Bargaining Agreement with CTA to allow for the continuation of this one-half hour extended school day schedule at this school.

Description:


 - The Principal of U.B. Kinsey/Palmview Elementary School approved the submission of a waiver request to the      District's Waiver Committee seeking a continuation of the one-half hour extended school day that has been in place since the beginning of the 1999-2000 school year.

 - The School's waiver request (1) supports School Improvement Plan goals, (2) has the support of 100% of the School Advisory Council, and (3) has 100% instructional staff approval, as evidenced by a secret ballot vote of the faculty conducted by the School's EBC.

 - An expected key outcome of the extended school day schedule is an increase in student performance on the Florida Comprehensive Assessment Test (FCAT).  An academic review shows that students level 3 scores in reading were 66%, math 62% and writing is 4.0% overall with 89% earning a 305 or better. 

 - The District Waiver Committee met on August 2, 2007 and unanimously approved recommending the continuation of this waiver request to the Superintendent, pending CTA approval.  This meeting was attended by a CTA representative who voted to approve this waiver.

 - The CTA Board of Directors has not yet met to consider this MOU; however, the District Waiver Committee does not foresee any difficulty in obtaining CTA's approval of this MOU and waiver.

 - A copy of the proposed MOU is attached.

Financial Impact:
The financial impact to the General Fund budget is $162,537 for FY2008, and $169,038 for FY2009.  The source of funds is U.B. Kinsey’s operating budget.
