Title: AC10-Cooperative Agreement with AccesSportAmerica

Recommendation:
I recommend that the School Board approve this Cooperative Agreement with AccesSportAmerica and authorize the Superintendent or designee to sign all documents related to this agreement.  The effective dates of this Cooperative Agreement are August 16, 2007 through June 30, 2008.

Description:

The Americans with Disabilities Act gives people with disabilities an equal opportunity to participate in most recreational activities unless participation by a person with a disability would pose an undue burden or would fundamentally alter the recreational activity.  The Individuals with Disabilities Education Act of 2004 (IDEA) emphasizes the creation of linkages among students, family members, agencies and community resources before the student leaves high school

While IDEA requires that physical education is addressed on every Individual Education Plan (IEP), there are currently 251 students with disabilities who require adaptive and/or specialized physical education.

AccesSportAmerica (ASA) is a national non-profit organization offering opportunities to increase achievement, function, and fitness, of persons with disabilities, through high challenge sports.  Programs are designed to promote each individual's physical and athletic potential while cultivating social and emotional well being.  ASA staff are trained to work with students with disabilities.

Participation in this program will provide students with disabilities the opportunity to take part in a high challenge sports program that promotes strength, endurance, and decision making skills, while building self esteem and self-assurance.  Participation in this program will be available to all schools.  Parents will be required to sign a consent form before their children can participate.

While no fees or payments are due by either Party for the services rendered pursuant to this Agreement, the Board will be responsible for the cost of Level 2 screening which shall include fingerprinting by the Board's Police Department, for up to seven ASA staff members who will work directly with students.  This is done in recognition of ASA's non-profit status.

Financial Impact:
The financial impact to the School District's general operating fund is $588.00.   The source of funds is the Exceptional Student Education Department budget.
