Title: CLS1-Adults with Disabilities Grant

Recommendation:
I recommend that the School Board approve a new entitlement grant application for the Adults with Disabilities Grant in the amount of $1,508,606, effective September 20, 2007 to June 30, 2008 with the Florida Department of Vocational Rehabilitation and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.

Description:

This is a new entitlement grant for Adults with Disabilities in the amount of $1,508,606.

The purpose of this grant is to provide a vocational training program for disabled adult students in Palm Beach County.  The population to be served will be limited to no less than 570 disabled adult students served through a combination of 11 full-time vocational instructors and 39 full-time paraprofessionals employed by liaison agencies.

This program is administered by South Technical Charter Academy, Inc.

An individualized program of study, based on two benchmarks, is designed for each student on a yearly basis.  This grant-funded program helps the students work toward achieving their two benchmarks.

Evaluation of the program includes:

• Creation of an AIEP with at least two vocational or academic goals;
• Formulation of a checklist outlining benchmarks for goals; and
• Semi-monthly evaluations by agency/teacher/student using a checklist.

Financial Impact:
The financial impact to the District is a $1,508,606 increase to the Special Revenue-Other Funds budget.  The Workforce Development related grant funds are not part of the K-12 FTE funding.  There is no capital impact.  The funds will be allocated within the South Tech Charter Academy budget.  All grant-related expenditures and contracts are authorized for payment up to the amount of the revenue.
