Title: G6-Boys and Girls Club Mentoring Services Grant

Recommendation:
I recommend that the School Board approve the Boys and Girls Club Mentoring Services Discretionary Grant from the Florida Department of Education for $131,705, effective July 1, 2007 through June 30, 2008, and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.

Description:

§        The Boys and Girls Clubs of Palm Beach County, Inc., Computer Literacy Mentoring Services grant supports the implementation of Senate Bill 2800, Specific Appropriation 98, that authorizes the Commissioner of Education to award grant dollars for discretionary projects focused on mentoring and student assistance initiatives.

§         Although backdating board reports and contracts is not our standard practice, it was necessary in this particular case due to the Florida Department of Education (DOE) notifying the school district and the Boys and Girls Club about the grant application and funding level after July 1, 2007.  The grant application by the Boys and Girls Club is not due to DOE until September 14, 2007; however, the effective date will be July 1, 2007.  It does not prejudice the rights of the School Board.

§        This grant is awarded annually to the Boys and Girls Clubs of Palm Beach County.  Although the School District is the applicant, the funding is designated by the Florida Department of Education for the Boys and Girls Clubs only.

§        The Computer Literacy Mentoring Program will provide tutoring and mentoring services at 13 Boys and Girls Clubs in Boca Raton, Belle Glade, Delray Beach, Northwood, Riviera Beach, Wellington, and West Palm Beach.

§        Student participants will attend the following schools: Banyan Creek, Belle Glade, Benoist Farms, Bethune, Binks Forest, Calusa, Crosspointe, K.E/Cunningham/Canal Point, D.D. Eisenhower, Glade View, Gove, Imagine, J.C.  Mitchell, Lake Park, Lincoln, Melaleuca, New Horizons, Northboro, Northmore, Orchard View, Panther Run, Pine Grove, Pioneer Park, Plumosa, Roosevelt, Rosenwald, S.D. Spady, Seminole Trails, Egret Lake, Village Academy, Washington, Wellington, West Riviera, Westgate, Westward, and Wynnebrook Elementary Schools; Bear Lakes, Boca Raton, Carver, Jaega, John F. Kennedy, Lake Shore, Roosevelt, Wellington Landings, and Polo Park Middle Schools; and Atlantic, Boca Raton, Glades Central, Pahokee Middle/Senior, Palm Beach Lakes, Palm Beach Central, John I. Leonard, and Wellington High Schools.

§        The impact of this project will be measured by the following criteria: reading and math grades; school attendance; Boys and Girls Club attendance; discipline referrals; suspensions; and Club performance records.

Financial Impact:
The financial impact to the Special Revenue-Other Funds budget is an increase of $131,705.  These funds will be distributed entirely to the Boys and Girls Club of Palm Beach County.  All grant-related expenditures and contracts are authorized for payment up to the amount of revenue.  There is no financial impact to the Operating Budget.
