Title: Debarment of Artco Bell

Description:

 

·       Cancel the contract awarded to Artco Bell Corporation and debar the vendor for three years in accordance with School Board Policy 6.14.

 

·       At the School Board meeting on December 11, 2002, Agenda Item 13A-2, Bid 03C-10F, Term Contract for Various Categories of Educational / Office Furniture, Item 18 was awarded to Artco Bell Corporation.

 

·       Numerous purchase orders were placed in the period March - June, 2004, to support the building / re-modernization of Grassy Waters Elementary School, Don Estridge High Tech Middle School, Forest Hill High School, Palm Springs Elementary School and Tradewinds Middle School.

 

·       Each school has incurred numerous delays and in some cases, are still awaiting deliveries and replacements for damaged goods.  School site personnel have dealt with:  unprepared installers, installers not on site to unload the delivery, improper language and behavior of installers while on school property, lack of supervision, lack of quality control and incomplete shipments.

 

·       An informal meeting was held on November 17, 2004.  No satisfactory resolution was agreed upon.

 

·       The vendor will be debarred for a period of three years in accordance with School Board Policy 6.14..

 

Recommendation:

I recommend that the School Board cancel the contract with Artco Bell and debar the company for three years and authorize the Superintendent and Board Chairman to sign all needed documents.

Financial Impact:
There is no financial impact to the District.
