Title: Edinboro University of Pennsylvania

Description:

4     This cooperative agreement allows the District to accept eligible speech-language pathology students as interns with District certified speech-language pathologists.

4     Edinboro University of Pennsylvania will consult with the School District Department of Exceptional Student Education in selecting clinical experiences for these students.

4     Edinboro University of Pennsylvania will provide student supervision and assure interns will adhere to District policies and procedures.

4     Edinboro University of Pennsylvania will maintain professional liability insurance in the amount of $1,000,000 for each intern.

4     As the District is continually facing a shortage of speech-language pathologists, this cooperative agreement assists the District in securing qualified candidates, as many of the interns will eventually become District employees.

4     The Board approved an agreement on July 21, 2004, but Edinboro University of Pennsylvania had an additional change in the terms of the agreement.  As it is unlawful for the University to agree to the governing law of any other state, clause III. d. has been stricken.  This change is acceptable to our legal department.

Recommendation:

I recommend that the School Board approve the cooperative agreement with Edinboro University of Pennsylvania to place speech-language pathologist interns in District schools.  This agreement shall be in effect from December 9, 2004, through August 31, 2005, and shall be automatically renewed yearly for up to three years, if both parties agree.

Financial Impact:
There is no financial impact to the District.
