Title: School Improvement Plans

Description:

In accordance with the No Child Left Behind Act of 2001, P.L. 107-110:

}        The Schools in School Improvement Status (Title I schools that did not make Adequate Yearly Progress for two consecutive years), developed school improvement plans that include the following components:

(1)     strategies based on scientifically based research,

(2)     policies and practices concerning the school's core academic subjects,

(3)     an assurance that the school will spend not less than 10 percent of the Title I funds for professional development,

(4)     specific annual, measurable objectives for continuous and substantial progress by each group of students,

(5)     a description of how the school provided written notice to parents about the identification of the School Improvement status,

(6)     the responsibilities of the school, the district, and the State, including technical assistance,

(7)     strategies to promote effective parental involvement,

(8)     activities before school, after school, during the summer, and during any extension of the school year, and

(9)     a teacher mentoring program.

}        The District developed and implemented a peer review process of the school improvement plans to (a) provide feedback and support to School Advisory Councils in the development of the plan and (b) ensure compliance with federal requirements.

 

Additionally, in accordance with Florida statutes, the plans

4     have been developed based on a needs assessment that reflects current student achievement data from multiple data sources,

4     include objectives relating to (a) reading, mathematics, writing, and science, (b) student health and fitness, parental information on student health and fitness, and indoor environmental air quality, and (c) parent involvement,

4     include the Title I ten components,

4     include professional development aligned with the objectives, and

4     have been developed and approved by the School Advisory Council at each school.

 

4     For Schools in School Improvement Status, the Florida Department of Education established an earlier timeline than the District’s timeline for the submission of plans.  Following the hurricanes, the FDOE granted a two-week extension.  The District also extended the timeline for submission of school improvement plans for all other schools. The remaining plans will be submitted to the School Board for approval in January.

Recommendation:
I recommend that the School Board approve the school improvement plans for Schools in School Improvement Status.

Financial Impact:
School improvement initiatives are supported through state lottery funds.  The FY2005 School Improvement Fund allocation of $10 per student is approximately $1.7 million.
