New Business - Curriculum/Learning Support

Title: Approval of Contract for Pre-Kindergarten Center Based Program

Description:

This contract provides for twenty-three certified teachers, a manager, and related support to provide technical assistance to subsidized child care centers that are participating in the Quality Rating System. 

4    This contract replaces the existing one with the Governor's Council for Community Health Partnerships, Inc., that will terminate due to a change in the entity of flow through dollars for the funders.

4    This contract maintains funding for what we currently have as well as providing funding for ten additional positions. 

4    This program is in its third year of operation.

4    The following guidelines will be maintained as per the original board agenda item # 9A-24 approved on June 23, 2004:

o        On site support and technical services related to the Quality Rating System criteria and attainment of the  highest quality rating level possible in select community child care centers. Targeted child care centers are those that voluntarily chose to participate in the Quality Rating System;

o       Technical assistance and support necessary for  implementation of the Environment Rating Scales (ERS) and a research-based developmentally appropriate curriculum with active learning;

o       Technical assistance and activities to assist in transitions; and

o       Technical assistance necessary to conduct child screenings using approved tools and appropriate follow-up referrals to Comprehensive Services. 

4    Evaluation will be measured by the Florida School Readiness Uniform Screening System (SRUSS) and will require that a minimum of 80% of the children enrolled in selected child care programs will enter kindergarten ready to learn.

4    Adequate housing is available for all additional staff at existing sites. 

Recommendation:

I recommend that the School Board approve a contract for the Prevention Partnerships for Children, Inc., discretionary grant in partnership with the Children's Services Council in the amount of $1,582,401 effective January 1, 2005 to September 30, 2005, and authorizes the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of grant activities.

 

Financial Impact:

The financial impact to the FY2005 Special Revenue -

Other Funds budget is an increase of $1,582,401. These

funds will be allocated to the Department of Elementary

Education’s budget. All grant related expenditures are

authorized for payment up to the amount of revenue.
