Title: (K) - Second Year Implementation Grant for 3 Charter Schools

Description:

The Public Charter Schools Federal Grant Program 2004-2005 Implementation Second-Year Application Grant is a discretionary non-competitive grant authorized by Federal CFDA #84.282A - Title V, Part B, Subpart 1 (formerly Title X, Part C) of the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001.

The funding purpose of the Public Charter Schools Federal Grant Program 2004-2005 Implementation Grant Second-Year Application Grant is to assist Charter Schools in their second year of operation to provide an innovative educational delivery system that will increase the achievement of students, thereby helping to expand and improve the quality of school choice options for families. 

Funding priorities are for Charter Schools in their second year of operation.

To support the reading initiative, the grant must support the Just Read, Florida!  initiative as part of the required Curriculum, Instruction, Assessment and Accountability area described in Section III.B. Information about the initiative is available at http://www.justreadflorida.org/

Grant recipients will submit a final year report on outcomes describing the improvement in student achievement and other outcomes resulting from the grant. 

All applicants are required to describe in a marketing plan how they will disseminate information and communicate results of the project to the appropriate population.

The target population is students, parents, and staff who are served or employed by Charter Schools in the second year of operation. 

Eligible applicants are Charter Schools in their second year of operation.

The Implementation Grant applications submitted for the following three Charter Schools have been reviewed by the appropriate District staff:

1.  G-Star School of the Arts for Motion Pictures and Television

2.  Western Academy

3.  Spanish Academy

 

Due to the voluminous number of pages, copies of the grant applications are on file in the Board Minutes Office for review.

Recommendation:
I recommend that the School Board approve the Public Charter Schools Federal Grant Program 2004-2005 Implementation Second-Year Application Grant for two charter schools which opened in 2003-2004 in the amount of $200,000 each, effective upon award and ending June 30, 2005; and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.

Financial Impact:
The financial impact to the Special Revenue-Other Funds budget is a total increase of $200,000 in the Public Charter Schools Federal Grant Program 2004-2005  Implementation Grant Second-Year Application fund for each Charter School (a total of $600,000). Implementation grants are subject to 2.91% indirect cost, payable to the District. All grant related expenditures and contracts are authorized for payment up to the amount of the revenue.
