Title: (N) - Agreement with FAU for the Intensive Teacher Education Development (I-TED) Project

Description:

 

·         Public schools in Florida are facing acute teacher shortages, particularly in the areas of mathematics and science.  Project I-TED will assist the Palm Beach County School District in addressing these shortages by placing qualified teacher candidates in classrooms.

·         Project I-TED will provide a certification program for six (6) individuals who have at least a Bachelor’s degree and an expressed interest in teaching in critical teacher shortage areas (i.e., mathematics, science, etc.).

·         FAU will serve as the provider of the graduate certification courses offered as part of the intensive Fall Institute (six courses totaling 18 credit hours), which is designed to prepare the teacher candidates for transition into actual classrooms in their content areas.

·         The Induction Mentoring and Support (IMS) program will consist of an intensive, full-time teaching experience for the Second Semester of FY2005.  The teacher candidates will earn six graduate credit hours upon completion of the internship.  In addition, the teacher candidates will be supervised on a daily basis by a Master Mentor hired and trained by FAU (see attached IMS Agreement).

·         The School District will be responsible for reserving seats in the I-TED Intensive Fall Institute and for reserving an equivalent number of classrooms during First Semester FY2005 in the appropriate academic discipline for each teacher candidate.  The District may choose to hire the teacher candidates for full-time teaching positions for First Semester FY2006, contingent upon their successful completion of all I-TED program requirements.

·         Start-Up expense and tuition for graduate credit hours will be funded through Intensive Teacher Education and Development Grant (project number 501-2244B-4CR01) totaling $85,000.

·         The cost of the program to the District will be one-half of a beginning teacher’s salary (including benefits) for each teacher candidate.  The District will pay $5,000 to each teacher candidate for the semester.  The payment to FAU for each teacher will be the difference of the one-half beginning teacher salary, plus benefits, less the $5,000 that will be paid directly to the teacher.  The funding model is patterned after the Accelerated Induction into Teaching (AIT) program, which was Board-approved in January 2003.

 

Recommendation:

Consider approval of the Cooperative Agreement with Florida Atlantic University (FAU) for the Intensive Teacher Education and Development (I-TED) project, effective January 20, 2005. 

Financial Impact:
Financial Impact to the FY2005 General Fund Budget is $135,072.  The source of funds will be teacher allocations within various school budgets.
