Title: CL1 Memorandum of Agreement with MetaMetrics, Inc.

Recommendation:
I recommend that the School Board approve the Memorandum of Agreement with MetaMetrics, Inc. to fund a full-time position (Specialist in Evaluation and Test Development).

Description:

MetaMetrics®, Inc., a privately-held educational measurement firm, has agreed to fund a full-time level 18 specialist position to improve the reading comprehension of our students.  MetaMetrics®, Inc. is the creator of the Lexile Framework®. The Framework enables teachers to tie day-to-day classroom instruction to high stakes tests, textbooks, library books, and everyday books and articles. 
 
The District is currently using the Lexile Framework® to determine lexiles for our textbooks, library books, and districtwide assessment passages.   In addition, the District uses the Scholastic Reading Inventory-Interactive (SRI-I) to provide student lexiles that are used to measure student performance and growth three times a year. 
 
The specialist will:
  • Align the district's diagnostic reading tests and common assessments to the Lexile Framework®
  • Link Lexiles to FCAT levels to provide a clearer picture of FCAT reading performance to families, students and educators
  • Develop and deliver Lexile Framework® professional development activities
Upon approval, Boca Raton Middle School will become a national demonstration site where the specialist will evaluate the impact of using the Lexile Framework® on instructional/assessment practices and its effectiveness on improving reading comprehension.  The demonstration site will be used to identify and develop effective strategies and materials that can be implemented in all our secondary schools.
 
MetaMetrics will fund $257,463 for a 36-month period.  The Memorandum of Agreement will be in effect for three years.

Financial Impact:
The financial impact to Special Revenue-Other Funds budget is an increase of $257,463.  These funds will be allocated to the Research, Evaluation, and Accountability Department budget.
