 *Retention of an ELL may not be based solely on lack of English proficiency. ELLs in an ESOL Program for less than two complete school years should not be recommended for retention.

 **THIRD GRADE MANDATORY RETENTION — According to Florida Statute 1008.25(5)(b), To be promoted to grade 4, a student must score a level 2 or higher on the statewide, standardized
 English Language Arts assessment required under s. 1008.22 for grade 3.  (Refer to Good Cause Exemptions for Retained 3  Grade Students for more information.)
