McKinney-Vento Program

The McKinney-Vento Program (MVP) aims to uphold the educational rights of homeless children and youth by removing
or overcoming the barriers often faced by students experiencing homelessness. The main objective is to prioritize student
enrollment, attendance, and educational success by providing services and support at the school, District, and community
levels. Program staff works collaboratively with schools, District departments, and community social service agencies to
maximize access to various educational, social, and enrichment programs needed to promote the academic success and
achievement of homeless children and youth.

For the FY24 school year, over 5,000 students were identified as homeless. In alignment with the various supports provided
to homeless students and youth, MVP registered over 610 students to attend summer camps sponsored by Youth Services of
Palm Beach County. The MVP team participated in the Homeless Coalition Project Connect event and identified numerous
homeless families. The MVP team worked cohesively to obtain and connect homeless families to available resources.
Furthermore, MVP sponsored two outreach events in the Glades Region, connecting families to healthcare services
through Florida Community Health Centers, Inc. The case managers monitor student attendance monthly to ensure that all
MVP students attend school, which leads to academic stability and success. Collectively, the MVP team acquired a 90.18%
        attendance monitoring annual rate.

        Supporting Students in Foster Care

The Foster Care Liaison Team, an integral part of the Department of Safe Schools, provides District-wide support annually
to over 1,100 students who have been placed with a non-custodial parent, relative, licensed foster home, temporary shelter,
or one of twenty group homes. This support includes access to afterschool tutoring and educational support. All educational
support aims to offer personalized, supplemental, and individualized instruction to increase academic achievement. District-
certified teachers serving as tutors utilize effective learning strategies, relevant instructional materials, and reliable data to
positively impact student outcomes. The tutoring activities focus on skill remediation and homework assistance through
targeted data-driven instruction. Tutors are equipped to provide students with academic mentoring and computer-based
        lessons aligned with students’ needs.
