Multi-Tiered System of Supports
Multi-Tiered System of Supports (MTSS) describes an evidence-based model of schooling that uses
data-based problem solving to integrate academic, behavioral, and social-emotional instruction
and intervention. The integrated instruction and intervention are delivered to students in varying
intensities (tiers) based on student needs. The goal of this “needs-driven” decision-making is to
ensure that available resources are allocated and matched to the appropriate students at the correct
levels to accelerate the performance of all students to achieve or exceed proficiency.
Problem Solving/School Based Teams
Problem Solving/School-Based Teams (PS/SBTs) are multidisciplinary teams on each school campus
tasked with problem-solving across the MTSS Framework. The PS/SBT is a vehicle that ensures
a safe and supportive school climate that promotes all students’ social/emotional and academic
development.
The Problem Solving/Response to Intervention (PS/RtI) project through the Department of
Education recognized several schools within the District for their exemplary work around MTSS
for FY21 school year. These schools were recognized for their effort in building and sustaining a
multi-tiered system of support framework within their schools. The schools included Sunrise Park
Elementary, Beacon Cove Intermediate, New Horizons Elementary, and Addison Mizner.
Other schools continue to work on enhancing processes and building capacity around MTSS. The
ultimate goal is to ensure that all students are supported in all aspects across the core, supplemental,
and intensive instruction/intervention. Monthly newsletters are shared with stakeholders to keep
them informed throughout the year. The District facilitates an annual regional collaborative meeting
to communicate critical updates from multiple departments to core PS/SBT members. Additionally,
professional development is provided throughout the year and includes topics such as:
• Functions of School Based Teams
• Response to Intervention for Academics
• Problem Solving for Supplemental (Tier 2) Behavior
• Progress Monitoring and Graphing
• Progress Monitoring with FastBridge
• New SBT Leaders Series
Data is collected annually through an SBT Leader Survey, which helps drive upcoming training
sessions and school-level support. The collected data shows how problem-solving teams support
students, increase positive outcomes for students, and develop systems on school campuses. One
hundred seventeen schools completed the survey for FY22.
