Recruitment and Retention
The Department of Recruitment and Retention aims to attract, match, place, and retain high-quality talent who exemplify
the District’s values. In addition to processing District employees’ hiring, transfers, and promotions, the department
manages various programs and initiatives.
The department is proud to be in the seventh year of the unique Human Resources (HR) Partners program. This program
serves as a one-stop resource, meeting the human capital needs of schools. HR partners play a crucial role in increasing the
capacity of school principals and providing support in the recruitment, selection, and retention of highly effective teachers.
They also serve as strategic advisors, driving continuous improvement and proactive, data-driven decision-making. This
is achieved through tools such as the Human Capital Management (HCM) dashboard, which they use to analyze human
capital data in collaboration with the principal or hiring managers. This model ensures optimal operational and instructional
leadership across the District's schools and departments.
The HCM dashboard has been a great asset in assisting principals
and leaders in making staffing decisions. This HCM dashboard is
used to drive HR partner data-driven analytics sessions that then
inform continuous talent management guidance efforts with
schools. Additionally, HR technicians used the dashboard to track
the hiring process and provide the best customer service to all
schools and departments.
During FY24, the District:
• Hired or transferred 2,753 teachers.
• Maintained a low instructional vacancy rate of 2.3%.
• Facilitated the hiring or transferring of 2,510 regular non-
instructional employees.
• Facilitated the hiring or transferring of 211 administrators.
• Processed a total of 9,157 new hires and transfers (regular &
temporary).
Time to Hire
The Department of Recruitment & Retention aims to onboard new
employees while ensuring all processes are completed on time and
all eligibility requirements are met. The hiring process is a collaboration between many stakeholders, including hiring
managers at school sites and departments such as Risk Management, Enterprise Resource Planning (ERP), Compensation
& Employee Information Services, Human Resources, and School Police. The target goal for an applicant to be cleared for
employment from job offer to ready-to-hire is 16 working days. For FY24, the average time from job offer to ready-to-hire
was 16.2 days.
