Richard Leonard

IT PROJECT MANAGEMENT OFFICE
IT Solutions Manager

Rich Leonard joined the District on April 15, 2024, as the IT Solutions
Manager in the IT Project Management Office. Before joining the District, Rich
was the Director of Global Applications Delivery & Quality Assurance for TBC
Corporation. He has also worked for Jarden Consumer Solutions and EDS
and owned a small consulting firm. When he is not working, he can be found
outside fishing, hunting, diving, and paddling, but he mostly enjoys spending
time with his two daughters.

Michelle Morris

IT PROJECT MANAGEMENT OFFICE
Special Projects Coordinator

Michelle joined the IT PMO team in April 2024, taking on the Coordinator for
Special Projects role. She’s enthusiastic about contributing to initiatives that
enhance our District’s technological framework. Before joining the District,
Michelle served as a Project Manager across various sectors, including
government, non-profit, and private, with a notable stint at our local Tax
Collector’s Office. Outside work, she loves spending quality time with her
5-year-old, staying active with Orangetheory, and exploring new
culinary delights.

Frank Rizzo

IT INFRASTRUCTURE, SYSTEMS SUPPORT
Systems Technician II

Frank Rizzo received his Electrical Engineering degree in 1998 and joined
the IT Infrastructure & System Support Team in April 2024. He recently
spent eight years working for Underwriter’s Laboratories as a Technician in a
Bluetooth Test Lab and, before that, at The Breakers Hotel in Palm Beach for
fourteen years as their Telecommunications Specialist. Originally from New
Jersey, he still enjoys time at the shore with his family. When not working, he
focuses on fixing old cars or helping his parents with projects around
their house.
