SAFE DRIVER PLAN


            SAFE DRIVER PLAN

            PURPOSE

            The State Board of Education Rule (SBER), 6A-3.0141 (6), “Employment of School Bus Drivers,” requires that
            each School District establish a “Safe Driver Plan” that specifies which infractions of the traffic code deem an
            applicant unqualified for employment and which causes any employee to be subject to a prescribed follow-
            up action.

            Additionally, Florida Statute 1006.22(1)(b)(3), “Safety and Health of Students being Transported,” and School
            Board Policy 3.21, “Safe Operation of District School Buses,” requires that the School District of Palm Beach
            County create a “Safe Driver Plan” to ensure that District school buses are operated by properly licensed
            drivers who meet all of the requirements of federal and state laws, state rules and School Board policy for
            the safety and welfare of District students.

            ADMINISTRATION


            Administration  of  this  Safe  Driver  Plan  is  the  responsibility  of  the  Director  of  Transportation,  the
            Transportation  Services  Department  and  their  designee(s).    Documentation  received  from  the  Florida
            Department of Motor Vehicles will be received by the Transportation Department and forwarded to the Safe
            Driver Plan administrator for review and appropriate action.


            District employees who operates a District school bus certified as a school bus driver (i.e., school bus driver/
            school-based driver/mechanic) shall provide a current copy of their Driver’s License (DL) to the Department
            of Transportation Safety and Training Section, to be placed in the Department of Education Motor Vehicle
            Record system for weekly check and annual review purposes.    Employees shall have their driving records
            reviewed prior to being assigned a District vehicle and shall be reviewed annually. Entries that appear on the
            Motor Vehicle Report (MVR) are the responsibility of the district employee whose name and DL number are
            identified, regardless of who was operating the motor vehicle.

            Name  and  home  address  listed  on  an  employee’s  driver’s  license  must  match  current  district  records.
            Employee must adhere to Florida Statue 322.19 and 316.650.

            Employees and applicants for the position of School Bus operator are subject to the requirements of School
            Board Policy 3.21, Safe Operation of District School Buses.

            Employees whose primary job is other than a school bus driver, but who drives a school bus transporting
            students will be held accountable under the Safe Driver Plan in regards to their school bus driving privileges
            transporting students.
