Department of Communications and Engagement
Under the leadership of the superintendent, the Department of Communications and Engagement
provides an array of customer services benefiting internal and external stakeholders. The department’s
mission is to engage the District’s diverse communities through two-way communications and inform
all target audiences, in multiple languages, about District policies, programs, services, successes,
challenges, emergency plans, and opportunities.
The department communicates with stakeholders through the District’s internet and intranet,
social media, news media outlets, internal and external electronic newsletters, an online calendar
of events, fliers, special publications, television broadcasts on The Education Network, and live
streams. The department comprises media relations, marketing, digital and online content creation
and support, and other internal and external communications, a Spanish Engagement Specialist,
a Haitian Engagement Specialist, a District coordinator of volunteers in schools, and the liaison
for Business and Community partnerships. Switchboard operators on the Engagement team field
hundreds of calls daily. In FY22, the Department of Public Records was moved to the Department
of Communications.
Other notable FY22 accomplishments include interactive Facebook live events where stakeholders
took part in Q&A sessions with School Board members and District executive leadership, the creation
of unique web pages for emergency situations, socialization with other departments regarding
the Crisis Communications Plan, Celebrate the Great Awards Ceremony for educators, continued
oversight of all District websites to ensure ADA compliance, grew all communications engagement
platforms including social media, electronic newsletters, television, and web stories and articles,
increased participation in school volunteers, scheduled, promoted, and supported both COVID-19
immunization and testing sites on school campuses, created and marketed employee and student
recruitment campaigns, and many other internal and external engagement initiatives.
Instructional Personnel Evaluations
The Instructional Personnel Evaluation Model (aka Palm Beach Model of Instruction) was selected
by a committee of District, CTA, and school-based representatives. The model is based on the
work of Dr. Robert J. Marzano and Learning Sciences International. It embraces the premise that
all employees can improve their practice regardless of their level of performance. The model aims
to help the District develop the most effective staff by identifying their specific strengths and
weaknesses and providing the necessary support to help them perform at their highest potential
and continue a long and fulfilling career with the District.
The model is organized into four Domains with 22 Elements for employees in the traditional
instructional roles: Standards-Based Planning, Standards-Based Instruction, Conditions for Learning,
and Professional Responsibilities. For employees in the non-traditional instructional roles, there are
four Domains with 16 Elements: Planning and Preparing to Provide Support, Supporting Student
Achievement, Continuous Improvement of Professional Practice, and Professional Responsibilities.
