Instructional  personnel  is  trained  on  the  model  when  they  first  join  the  District.  The  training  is
        designed to provide the knowledge and skills to utilize the instructional model to increase their
        instructional practice and provide high-quality instruction to all our students. In FY22, 1,558 new
        instructional personnel were trained through various means, such as New Employee Orientation,
        iObservation Academy, school site training provided by school-based leadership teams, Educator
        Support Program, and dedicated on-site Marzano Liaisons. Additional professional development
        on the model is offered at the school site and through eLearning to help deepen the employee’s
        knowledge and understanding.

        In addition, supervisors of instructional personnel have access to Observer Calibration training at
        the start of their positions. This training provides an evaluator’s perspective of the Instructional
        Personnel Evaluation Model and helps supervisors identify areas of strength and improvement
        in their employees. In FY22, 103 new and aspiring leaders were trained on utilizing the model to
        evaluate the instructional personnel they supervise and ensure a smooth transition as they take on
        their new roles at school sites.

        Labor Relations


        In FY22, the District facilitated the negotiations of four successors and two re-opener collective
        bargaining agreements, resulting in some of the most significant salary increases in the state. In
        addition, the Labor Relations Department focused on enhancing relationships with our unions to
        encourage collaboration and improve working conditions for all our employees.


        The Palm Beach County Classroom Teachers Association (CTA)
        Teacher shortages throughout the nation are at a record high. The District agreed to a compensation
        package of approximately 6%, significantly exceeding what the state-funded for teacher salaries
        and what other districts offered teachers. The agreement between the District and CTA included
        the following:
           •  3.5% blended increase
           •  One-time $1,500 supplement
           •  Bereavement leave of three days annually ($1.5 million)


        In addition, the District provided teachers with considerable rate increases for covering classrooms
        without a teacher and engaging in District tutoring programs.


        The Service Employees International Union/Florida Public Services Union (SEIU/FPSU)
        The District negotiated three successor contracts with SEIU/FPSU that provided exceptional salary
        increases and other benefits to more than 4,000 employees covered by these agreements. Bus
        drivers, a critical position with significant vacancies, received an hourly rate increase of $2.25, making
        the District one of the highest paying organizations for drivers with a starting hourly rate of $17.33.
        All other employees received salary increases of 3.5% and a $1,500 bonus. In addition, effective July
        1, 2022, the District will implement a $15 per hour minimum, an increase of more than $3 per hour
        for many employees. The District also raised numerous supplements to incentivize employees to
        acquire new skills and take on additional responsibilities.
